As Evansville officials keep debating, work on the Owensboro downtown hotel keeps going. There's a big difference in the status of these two hotels. One's being built, while the other isn't. There's also many differences in how they're being built. "Every project is a little different." Two hotels in two cities, with two very different states of progress, with two different plans. "There's quite an expense in developing in an urban core," says Malcolm Bryant, developer of the Owensboro hotel being built next to the Convention Center. "It's almost impossible to do that without public investment." The hotels in Owensboro and Evansville both involve public private partnerships, but on different scales.  The Owensboro hotel opening this winter involves $15 to 20 million in private financing. It's also part of downtown Owensboro's redevelopment.

"There's almost $100 million of private development that has been committed to this $120 million of public improvement," Bryant says. "I think it speaks to the face that the Owensboro downtown master plan was a very well designed plan that involved a wide range of things," says Joe Berry of the Greater Owensboro Economic Development Corporation. The planned Evansville hotel involves nearly $38 million in both private and public funds.  But Owensboro city's contribution came largely from an insurance rate increase, while Evansville's public funding is coming from the innkeeper's  tax, casino revenues, and the TIF district. Another difference is the guarantees made.  Evansville city officials say there are no occupancy rate guarantees in their deal, but there is in Owensboro's. "We don't feel that occupancy guarantee is a good community burden to have a long term annual commitment, a long term annual risk," says Phil Hooper of the City of Evansville.

But there are some similarities.  Both hotel plans were included in recent master plans and are designed to help downtown redevelopment. "We are proposing to come out of this with more private investment than public investment we're putting in," Hooper says. "It's a very good position to be in." Owensboro officials say there are incentives involved in their hotel project and land was provided to the developers.

Real estate mogul Donald Trump vowed to turn a towering Washington landmark into one of the world's top luxury hotels, part of a rejuvenation of the US capital's downtown. The entrepreneur and TV personality said "cost is no object" when it came to restoring the 1890s-era Old Post Office Building on Pennsylvania Avenue midway between the White House and the Capitol. "As far as the building itself, it will be magnificent at the highest level," Trump told a news conference on his plans for the hotel, flanked by three of his children and District of Columbia officials. After the USD$200 million (NZD$247.8 million) project is completed, the hotel will have about 270 guestrooms, averaging more than 600 square feet (56 square meters), the largest in the District of Columbia. Each will have a crystal chandelier.

The Old Post Office Building was built to house the US Post Office Department and the Washington City Post Office. At 307 feet, it is one of the tallest structures in Washington and offers superb views. Various federal agencies had shared the building since 1934. The General Service Administration, the government's property arm, has considered it "underused" for years, according to GSA statements. The GSA selected Trump Hotel Collection to turn the site into a luxury hotel in February 2012. The Trump organization is financing the project. The property will be known as Trump International Hotel, The Old Post Office Building. Construction is scheduled to begin in spring 2014, and the hotel plans to open in 2016. Trump's plans come as Washington is enjoying an economic upturn, with about 1,000 people a month moving into the District of Columbia, reversing decades of decline. A few blocks from the new hotel is CityCenter, a 2.5 million-square-foot (233,000-square-meter) mixed use development and one of the biggest downtown projects in the United States.

Developers are proposing a $10 million makeover of the Joseph Wolf Brewery block in downtown Stillwater that would create a 40-room boutique hotel, restaurant and retail space.But before plans for "The Stillwater" at Main and Nelson streets can proceed, developers say they need more than $1 million in city subsidies. Representatives from Stillwater Caves LLC will be at the city council meeting Tuesday to ask for $1.15 million in tax-increment financing. The project, which would overhaul four buildings -- including some that date back to the 19th century -- depends on the TIF assistance, said Corey Burstad, project developer.

"The benefit to the city and to Main Street would be significant," he said. "We're trying to restore the property before it falls down. The building has to have a purpose now, or it's only going to get worse if it doesn't get restored. Structurally, it's very rough." Burstad said the redevelopment could transform downtown. "I believe it will be the new front door of Stillwater," said Burstad, who owns the Elevage Group in Blaine. The hotel is expected to provide six to eight full-time jobs and eight to 10 part-time jobs, according to information Stillwater Caves LLC submitted to the city. The restaurant should maintain four or five full-time jobs and eight to 12 part-time jobs; retail space could add six or seven full-time jobs. Stillwater Caves is working with Raffaele Virgillo, who owns Luna Rossa Trattoria & Wine Bar at the site, Burstad said. "We are 'reconcepting' the restaurant and hotel together," he said. He also said they were working with Virgillo on future plans for the site. Bill Turnblad, the city's community development director, said the city's TIF policy encourages reusing historic buildings and creating jobs. "Those two are hit solidly by this project," he said. "They're going to ... give that block another generation of life."

Turnblad said the funds under consideration would come from an existing retired TIF district. "Those monies are sitting in an account for economic development," he said, explaining that the $1.15 million would be borrowed from the retired district and paid back over 15 to 25 years using funds from the new district. But Mayor Ken Harycki said he would want to learn more about the project before signing off. "My antennas are up on it," he said. "I'm just not convinced this is the right project. They're moving very fast with very little information. I have hesitations about the viability of a hotel there. ... If that hotel failed, taxpayers would be left holding the bill." If the council approves the TIF funds, construction would start in December and the hotel and restaurant would open next summer, Burstad said. The site, which is owned by Stillwater Caves investor Tim Chies, has a long and storied history.

Martin Wolf established a brewery at the site in 1868, according to Brent Peterson, executive director of the Washington County Historical Society. Wolf constructed a one-story, 40-by-50-foot wooden building and conducted business there until March 1871, when the business passed into the ownership of Wolf, Tanner and Co. The building burned a year later, and the company rebuilt with stone, Peterson said. Joseph Wolf, brother of Martin, bought the business in 1876. Four years later, a brick office block was built adjoining the brewery. The firm was dissolved then incorporated as Joseph Wolf Co. in 1896, with Joseph Wolf as president. The new firm included three of Wolf's sons and two sons-in-law, Peterson said. Joseph Wolf Brewery was one of the largest breweries in Minnesota during the 1890s, Peterson said. "It operated successfully until the onset of Prohibition in 1920," Peterson said. "Joseph Wolf died in 1921. Many people still believe it was Prohibition that killed him."

The probe into the world's two biggest reservation services, Booking.com and Expedia.com, and IHG Group, which controls the Holiday Inn, Crowne Plaza and InterContinental chains, centred on allegations that the major booking sites were insisting on 'rate parity' from hotel chains, which prevented competitive discounting of room rates. Complainants also alleged that the sites prevented rival reservation services from undercutting them. The OFT probed allegations that IHG had made separate agreements with both Booking.com and Expedia to restrict other reservation sites from offering discounts.

In a damning verdict on the two giant reservation sites – Booking.com alone reserves nearly 3m hotel rooms every week – the OFT suggested that real competition was limited. Booking.com and Expedia have now agreed with the OFT to "relax existing restrictions" so that rival agents can provide discounts on the room rates. OFT senior director Ann Pope, who has led a team at the regulator in a two-year probe into the booking sites, said: "The OFT is consulting on whether these commitments offer an immediate and effective means of injecting some meaningful price competition into the online offering of room-only hotel accommodation bookings where, in our provisional view, none may exist." But the threat of multimillion pound fines and penalties against the Expedia and Booking.com has been lifted, with the OFT saying it will close the investigation if the sites accept and abide by the commitments.

The OFT said that it focused on Booking.com, Expedia and IHG in the hope of achieving a swift outcome, but said it was concerned that practices were "potentially widespread" across the industry. Under the proposed new commitments, online rivals to Booking.com and Expedia will be free to use their commission revenue or margin to offer lower prices. The reservation sites obtain commission from hotels for every room they book, which can be as high as 25% of the price paid by the traveller. The expectation now is that as rival online sites accept a lower commission, margins will be slimmed and prices fall.

The OFT investigation was prompted by a formal complaint from a small Brighton-based online travel agent, Skoosh.com, which accepted lower commission rates to undercut other providers. But Dorian Harris, founder of the site, said he was deeply frustrated by the OFT announcement, which he said represented only a partial victory for consumers. "What this announcement means in practice is that we will be able to discount room prices, but we won't be able to tell the public about it. The site will just be able to say there is a discount available"

The new guidelines are likely to result in an explosion of loyalty schemes on booking sites which will offer prices somewhere between current advertised rates and those available on 'top secret' sites where the buyer only finds the name of the hotel after booking. One hotel chain spokesman said: "The new rules will probably mean that you will have to register on a booking site and give evidence that you are a UK resident. When you search for a hotel, you will then be able to access a discount, but only for hotels in the EU. But it will be hotel by hotel; and there will be no guarantee of a discount." Harris said his business started to be squeezed three years ago by big US hotel chains insisting they were removed from his site because his prices were below that of competitors.

"The hotels told me they were being put under huge pressure by the big hotel booking websites to ensure what's called 'rate parity'." Unless he raised his prices, he would be prevented from offering the rooms. He said his firm was also forced off one of the major price comparison sites. "They asked us to leave, which was a major blow for us as it was 70% of our business." Among the evidence that Harris pointed to was job advertising for Booking.com, in which the company sought to hire a "rate parity associate" in which "you are part of a team that is responsible for finding and solving any rate inconsistencies between Booking.com and their competitors". The person was expected to "solve rate parity issues" if they arise. Harris said the OFT announcement confirmed that Booking.com and Expedia were engaged in practices "that they were always, or initially, denying. But this is not a ruling, this is them making a commitment while the investigation is in progress.

In my view the big online agents have given the OFT the runaround. The hotel booking industry is controlled by very few players, with Booking.com now dominant in Europe, while in the US it has bought the comparison site Kayak.The OFT said it was opening a consultation on the commitments, but said that if the booking sites accepted them, it would close the case. At the start of the investigation there was speculation that the major reservation sites could face multimillion pound fines, but the OFT added that if the commitments were adhered to, there would be no financial penalties.

An IHG spokeswoman said: "IHG notes this morning's announcement from the OFT regarding its investigation into the online supply of room only hotel accommodation by online travel agents. The OFT has today commenced a public consultation on a series of commitments designed to bring an end to this investigation without finding of infringement or the imposition of any fine. IHG has worked closely with the OFT to agree these commitments, which are now subject to a consultation period ending 13 September 2013."An Expedia spokeswoman said: "Expedia welcomes these commitments which will enable the OFT to close its investigation without taking any action and to permit Expedia to focus on its long-standing commitment of driving global demand for its partners by providing the best online travel experience."

There's almost no request that the employees at the Hotel Zero Degrees in Stamford, Conn., won't grant their regulars.To the energy company employee who asked if he could store his motorcycle and helmet when he went back home to visit family for the weekend, the answer was a resounding yes. Never mind that there are only 45 parking spots for 97 rooms.To the investment banker who wanted to have a Naked protein juice in his room every time he checked in, the answer again was yes. Never mind that there wasn't a single shop near the hotel that carried that product.When the Hotel Zero Degrees, a relatively new boutique hotel, is sold out, about 15% of its guests are what are known as super-commuters, those who travel more than 90 miles to get to and from work twice a week by various modes of transportation. This brand of road warrior has become a more frequent guest at hotels across the country, and hoteliers say they've had to tweak the way they operate to accommodate their unique needs.

"It is our philosophy and it is our style to go above and beyond whatever the guest wants," says Mia Schipani, vice president of business development at RMS Companies, the developer of Hotel Zero Degrees. "We're able to be flexible, and we're able to do anything to make our super-commuters feel comfortable."According to a report released last year by researchers at New York University's Rudin Center for Transportation, super-commuters make up only about 3% to 13% of the workforce in the nation's major metropolitan areas, depending on the city. Yet their numbers have doubled, or even tripled, in the past 10 years. Long-distance commuting has become a necessity as both the job and housing markets slowly recover. Many workers were willing to uproot themselves for new jobs, but not their families, especially when they couldn't sell their homes. "Because the job market is a little tougher, you're sort of less picky about the location of the job," says Phil Baxter, general manager at Four Points by Sheraton Los Angeles International Airport, where about 15% of business traveler guests are super-commuters. "At the same time, the housing market has been so tough and is just rebounding now. … Moving was cost-prohibitive, and it was better to sacrifice the family time and do the long commute."

Glenn Camus, a 50-year-old general counsel and corporate secretary for U.S. Power Generating Co., flies from Pittsburgh to Stamford every Monday morning, usually at 6:30 a.m., and stays at the Hotel Zero Degrees. He returns to his home sometime Friday afternoon. Camus has been doing the commute for three years because his youngest daughter is finishing high school, and his elderly parents need his attention. "You get used to it," he says. Whatever the reason, super-commuters say they get used to it more quickly if they stay at hotels that give them special treatment, even if it's just letting them pick certain rooms. John Wilson commutes from San Diego to Los Angeles every Monday and returns home every Friday, driving 124 miles each way. He spends weeknights at the Four Points by Sheraton LAX. He's made a few special requests. Since starting his long-distance commute almost a year ago, he's gained a few pounds. Now, he makes his meals for the week on Sunday nights and takes them with him. When he asked for a refrigerator to store his food, the hotel complied. That said, he doesn't mind the occasional treat. When he arrives, staff members greet him by name and give him a bag with three chocolate chip cookies. "This makes my week every time," he says. Baxter, the general manager, says that "being recognized is really important to people." "There's sort of tangibles and intangibles," he says. "I think they're both important. Sometimes the intangibles can even outweigh the tangibles." There are plenty of tangibles that hotels are providing.

Affinia Hotels, with properties in New York and Washington, D.C., offers a frequent-stay program, suites and extended-stay rates for super-commuters. Business Perks by Affinia offers 10% off the best available rate, free Internet access, a dedicated account manager and more with a commitment of 25 nights a year. Super-commuters can enjoy other amenities, such as free local calls and laundry service. For those super-commuters who travel by car, the Wolcott Hotel in New York offers discounts of 35% to 50% off nearby parking garages. Another bonus for those staying there for an extended time: free breakfast and an on-site laundry facility. The Four Points LAX has a 24-hour check-in/check-out program to accommodate those who need to come and go at any time of the day or night. Every Wednesday, the hotel also plays host to a complimentary beerfest and barbecue. AKA, a luxury brand of residences in New York, Philadelphia, D.C. and Los Angeles, is designed for the super-commuters. Guests have a choice of studios, one- and two-bedroom suites with fully equipped kitchens. Guests can rent Zipcars on-site. Other amenities; free local phone calls, free Wi-Fi in all rooms, a 24-hour fitness center, and a private lounge. Jeff Poirot, general manager at the AKA Central Park, says the hotel is willing to store belongings for returning guests, such as toiletry kits, or have their clothing dry-cleaned while they are back home. Starwood's Element Hotels offer free breakfast with healthy options, an evening reception, bikes to borrow and electric vehicle charging stations for eco-conscious super-commuters. At some hotels, general managers hold receptions or barbecues. Some hotels have Wii games and XBox in lobbies.

Maryam Wehe, senior vice president at Applied Predictive Technologies, which does hotel consulting, says regular hotels are at a disadvantage against hotels that cater only to extended-stay guests or even temporary apartment rentals. Indeed, at extended-day properties such as Homewood Suites, the average occupancy rate was 73.1% through June of this year, compared with 61.8% for all U.S. hotels. "Hotels face more competition when targeting super-commuters than other transient guests since they are competing with other hotels as well as with other lodging accommodations such as apartments," Wehe says. "This competitive landscape is heightened by the super-commuters' more extensive knowledge of offerings. Given that the super-commuters are 'semi-local,' they will likely know the market better than traditional guests." Well he says having amenities such as evening receptions is an effective way to reel in these special customers. Brian McGuinness, senior vice president of global brands for Starwood, says Element Hotels were designed with multipurpose lobbies where guests can read, work or be social. The lobbies, he says, have a "café culture." For Laney Landsman, a public relations specialist, anything a hotel can do to help her get enough rest and exercise helps her stay sane on the road. Landsman spends her weekends with her husband in Arlington, Va., and most of her weeknights at the Affinia Shelburne in New York. She's been staying there regularly for more than a year, and the staff knows to make sure she has a fit kit of exercise equipment in her room as well as her favorite type of pillow.

Yet viewed through a different prism, The Cavalier on the Hill hotel can represent different things to different people.Tina Warren was 9 years old when The Cavalier drew her and her family to the area in the early 1950s, when her father took a job as first cook. She still has the letter, dated Sept. 23, 1958, announcing his promotion. Bertram Anderson served as the hotel’s first black head chef, a position he held until his death in 1970.

To Warren, the hotel was stately, beautiful.Other views came to light earlier this month when the City Council awarded $18 million to help developer Bruce Thompson renovate the hotel as part of a larger development project. Andrew Jackson, chairman of the city’s African American Leadership Forum, spoke before the council, saying The Cavalier “represents a time many would rather forget than remember.”“History is not the same to everyone,” Jackson said.While some such as Warren viewed The Cavalier with family pride, others said they view the hotel as a symbol of the segregated South, a place where black men and women were allowed to work but couldn’t stay as guests.“When you say preserve that history, preserve it for who?” said E. George Minns, president of the Seatack Community Civic League.

The New Journal and Guide, a newspaper that has long served the black community, penned articles from the 1930s through 1960s describing hotel workers here.In 1938, the paper reported, the Virginia Beach Town Council passed an ordinance requiring all high school and college students coming to the beach for seasonal work be photographed, fingerprinted and registered with police in an attempt to cut down on crime. About 95 percent of those working in hotel and domestic services were black, according to the article.At The Cavalier, picketers appeared in the summer of 1958, and members of the Local 23 Hotel, Restaurant and Bartenders Union went on strike, seeking higher wages.The Oceanfront was reserved for whites only, and black residents were allowed on segregated beaches on the Chesapeake Bay named Seaview and Ocean Breeze, historian Edna Hawkins-Hendrix said.“I was 14 before I could put my foot in God’s ocean solely because I was born black,” Minns said.

Virginia Beach resident Ralph Parham II said his father grew up in Hampton Roads, graduating from high school here in the late 1950s. The Cavalier was the first thing his father and his friends saw when they rounded the corner, coming from Seaview Beach toward the Oceanfront, Parham said. When they saw The Cavalier, he said, they knew they couldn’t go farther.“They say, ‘It’s history,’ ” Parham said. “Yeah, it’s history of oppression.”To Tina Warren, The Cavalier holds positive memories.Her father’s job as head chef allowed the family to build a house and put down roots.Bertram Anderson was dedicated to his profession, and Warren can remember him waking at 4 a.m. or 5 a.m. at times to get to work to prepare for parties.Some days, Anderson invited his wife and daughter to come to the hotel early, before his shift was over. Warren and her mom would enter through the back and go into his office, which housed his desk and cookbooks and had large windows looking out to the kitchen, Warren remembered. There, they would eat together.

“We would eat the same food in his office, and yet we couldn’t eat in the dining room,” Warren said.But those meals were special to her, she said.“It didn’t bother me then,” she said. “It was something that was accepted then.”When Warren’s family would write to relatives in Florida, they sent postcards with images of The Cavalier.“I look at it like the Cape Henry Lighthouse,” she said. “It’s just as much of a historical marker as that.”Carlos Wilson, known throughout the city as Mr. Virginia Beach and Mr. Cavalier, worked for the hotel for 73 years, from 1938 until his death in 2011, just short of his 90th birthday.Wilson loved his work and considered those he worked with to be close friends, his daughter, Margie Wilson Coefield, said. Working at the hotel allowed him to provide for his family, she said.In later years, when she would take her dad to work, Wilson Coefield can remember watching him pause every morning, just to admire the building.

When he died, friends from the hotel held their own ceremony and sprinkled dirt from The Cavalier on top of his coffin, she said.“They showed him respect, and he respected them,” Wilson Coefield said.In light of The Cavalier project, Carl Wright, president of the NAACP’s Virginia Beach branch, said he would like city leaders to take a serious look at giving opportunities to minorities, “particularly African Americans who have been overlooked for so long.”The past can’t be modified, he said, “but we can change things going on today by making sure everyone gets their fair share and fair opportunity.”Councilwoman Amelia Ross-Hammond said she spoke with Thompson about opportunities for minority businesses within his Cavalier project and said it’s something she’ll be “keeping my eyes on.”“We cannot go backwards,” she said. “At least now we can try to be more inclusive.”Thompson said diversity is a “key component” of his company’s policies toward developing properties and businesses and said he was moved by Jackson’s comments at the City Council.

“I have every intent of finding space within the hotel to both recognize those persons who have worked at the hotel and the community the hotel displaced when it was originally built,” he said. “I recognize the history of that hotel is not the same for everyone.”When Tina Warren sees the hotel today, she can imagine her dad there, dressed in his chef’s jacket and hat. She wants to see the hotel restored and said she believes her dad would have wanted the same.In 1987, Warren attended a Princess Anne County Training School reunion, held at The Cavalier. It was the first time she used the hotel’s front door as a guest.For a long time, she had envisioned the hotel like a castle.Warren didn’t spend the night, but some of her classmates did. She went upstairs to see the rooms once off-limits.They seemed smaller than she had pictured.The grand vision she had as a girl seemed much different up close.
